Dr. Boutwell is a nationally recognized thought leader in the field of reducing readmissions and improving care for highest risk and multi-visit patients. She is the developer of the STAAR, ASPIRE, ASPIRE+ and MVP methods to reduce avoidable acute-care utilization and deliver whole-person care across settings and over time. Working at the intersection of excellence in clinical care, system transformation and public policy, Dr. Boutwell advises local, state, and national efforts to reduce costs and improve care through understanding and addressing the root causes of hospital utilization.

Anthony B. Iton, M.D., J.D., MPH

Dr. Iton is Senior Vice President for Programs & Partnerships at The California Endowment, a private, statewide health foundation whose mission is to expand access to affordable, quality healthcare for underserved individuals and communities, and to promote fundamental improvements in the health status of all Californians. Dr. Iton is board certified in both internal and preventive medicine, and also holds a law degree and a Master’s of Public Health. He has worked as an HIV disability rights attorney at the Berkeley Community Law Center, a health care policy analyst with Consumer Reports, and as a physician and advocate for the homeless at the San Francisco Public Health Department.

Riggi leverages his distinct cyber, criminal investigation, and national security experience at the FBI and CIA to provide trusted strategic cyber and risk advisory services to the nations' hospitals and health systems. Riggi's trusted access to healthcare leaders and government agencies enhances his unique national perspective on cyber and risk issues and greatly contributes to AHA’s policy and advocacy efforts.

Dan Shapiro, Ph.D.

Dr. Dan Shapiro earned his Ph.D. in Clinical Psychology at the University of Florida and went on to Harvard Medical School where he completed an internship and an endowed post-doctoral fellowship. As an assistant professor, he developed an expertise treating physicians and nurses and ultimately found that working with systems might be more effective than working with individuals. In 2012, he launched a successful boutique consultancy that now works with multi-hospital healthcare systems to reduce burnout, and improve retention and wellness. His firm’s clients include some of the largest and most successful systems in the United States including Mass General Hospital, Allegheny Health, and University California San Diego.

James E. Orlikoff is president of Orlikoff & Associates, Inc., a consulting firm specializing in healthcare governance and leadership, strategy, quality, patient safety, and system development. He is the National Advisor on Governance and Leadership to the American Hospital Association and Health Forum, and was named one of the 100 most powerful people in healthcare in the inaugural list by Modern Healthcare magazine.
Mr. Orlikoff has been involved in leadership, quality, and strategy issues for over forty years. He has consulted with hospitals and systems in twelve countries, and since 1985 has worked with hospital and system governing boards to strengthen their overall effectiveness and their oversight of strategy and quality.

Gloria Burnett is the Director of the Alaska Center for Rural Health and Health Workforce - Alaska's AHEC Program. The Center is located at the University of Alaska Anchorage and is composed of a Program Office and 6 regional AHEC Centers located across the State. Burnett has over 12 years of experience in healthcare workforce development, youth career pathway programming, and health continuing education. Prior to her current position, Burnett served as the Dean of Students at Iḷisaġvik College.

Naomi Digitaki

Born and raised in the South Pacific, Naomi has lived in Hawaii for most of her life. She loves living and working among diverse cultures and communities and has a keen interest in singing and learning new languages. She obtained a
Bachelor of Science degree at BYU-Hawaii and an MBA at Hawaii Pacific University. Her career in education along with her extensive volunteer
experiences have focused largely on serving and helping native populations and communities. Naomi was the executive director of a technical/vocational school that served predominantly Native Hawaiian students for 15+ years before her foray in Alaska in 2020. Since July 2021, she is grateful to work and serve at
Yukon-Kuskokwim Health Corporation as YK Region’s Area Health Education Center (AHEC) Director.

Dr. Kathy Young

Dr. Kathy Young is a Board Certified Family Practice physician who has worked in Anchorage and the Mat-Su Valley since 1998 and has taught at the WWAMI School of Medical Education since 2011.
She is currently Assistant Dean for the WWAMI School of Medical Education at the University of
Alaska Anchorage and Assistant Dean for Foundations in Alaska at the University of Washington School of Medicine. She currently practices at Alaska Family Care Associates and maintains hospital privileges at Providence Alaska Medical Center where she serves on the Pharmacy and Therapeutics Committee. She previously served as President of the Medical Staff at Alaska Regional Hospital in 2007 and on the Credentials Committee there for many years.

Flora has a BBA in Finance & Economics from UAA, and a graduate of the Penn State University Executive program. In 2022, Flora was recognized as one of Alaska’s Top Forty under 40 and has helped Alaska receive four national awards for highest operational efficiency in the nation.

Stephen Rose is a Shareholder and the Managing Partner of the Anchorage and Seattle-area offices of Hall, Render, Killian, Heath & Lyman, P.C. He regularly advises hospital and health system leadership, boards, and medical staffs on medical staff matters, including bylaws, staff governance, quality of care issues, peer review hearings, disruptive and impaired physicians and credentialing issues. He also assists health care providers with Medicare and Medicaid reimbursement, defending providers responding to government audits, certificate of need and corporate compliance issues. Stephen was lead counsel for the Alaska State Hospital and Nursing Home Association's successful Boren Amendment litigation and continues to represent health care providers on reimbursement issues and reimbursement litigation.
